The National Library of Medicine’s (NLM), National Center for Biotechnology Information (NCBI), Information Engineering Branch (IEB) is recruiting for a Staff Scientist 1 to lead the Sequence Read Archive (SRA). NLM is one of the 27 Institutes at the National Institutes of Health (NIH), part of the Department of Health and Human Services (DHHS). NCBI performs research in computational biology and creates and maintains information systems and computational tools for biological research and clinical communities. This involves the organization and management of sequence content and associated metadata and the delivery of data, tools, and displays to accelerate research and maximize the impact on human health.

NLM NCBI IEB is looking for an outstanding candidate to lead and manage the Sequence Read Archive (SRA) program and team and provide the overall direction and delivery of SRA products that are used by researchers globally. The candidate will establish the program vision, goals, roadmaps, release plans, requirements, and priorities in key functional components.

This position is responsible for:
• Overseeing scientific and technical staff who coordinate data collection and curation of SRA data.
• Directing program activities to ensure that scientific project areas are aligned on goals, priorities, budgets, and project schedules.
• Coordinating scientific work priorities and communicating with internal and external stakeholders.
• Supporting staff development opportunities to ensure continued growth and success of the team.
• Conducting strategic planning and collaborating on/carrying out applied research and development to advance program goals.
• Serving as a recognized expert on petabyte-scale data management, staying up-to-date on the latest developments in the field and applying that knowledge to drive program success.
• Developing and documenting program vision, roadmaps, and plans to guide future initiatives.
• Analyzing and developing information, reports, and presentations to communicate program progress and outcomes to stakeholders.
• Staying abreast of all aspects of SRA implementation, identifying areas for improvement and implementing solutions to enhance program effectiveness.
• Working collaboratively with NCBI, NLM, and NIH on developing and implementing effective cost-efficient data storage and data management solutions

The ideal candidate may or may not be a United States citizen and must have a doctoral degree.
We are looking for an individual with:
• A Ph.D. from an accredited college in a biomedical science or quantitative field, such as Computer Science, Computational Biology, Bioinformatics.
• A minimum of five years of relevant post-doctorate experience.
• Demonstrated experience and track record in leadership and management.
• Proficiency in genomics, high-throughput sequencing technologies, high-throughput sequence analysis, and research strategies, big data management, and distributed computing technologies including cloud platforms.
• Expertise in budget management, including budget planning, allocation, and financial reporting.
• Demonstrated ability to design and implement innovative solutions to complex challenges.
• Demonstrated ability to work on interdisciplinary projects
• Demonstrated skills in managing scientific projects or programs
• Proven ability to work collaboratively on interdisciplinary projects with colleagues from diverse fields.
• Excellent communication skills, both verbal and written, with the ability to effectively convey complex information to both scientific and technical stakeholders.
